Former premier of the Cayman Islands, Wayne Panton, has accused the developer lobby of a "corrupt initiative" to influence the United Progressive Movement (UPM) into amending the National Conservation Act. This amendment would allow developers unchecked power over land development, without having to adhere to the proper processes to protect the environment. Panton, who was the architect of the National Conservation Act, alleges that this effort to undermine the conservation law is being led by a "cabal of developers" who are seeking to bypass environmental protections for their own gain. 🏞️

Panton suggests that this issue is intertwined with campaign financing and the fall of his PACT government, as those with political influence seek revenge. He also believes that the Central Planning Authority's failed attempts to fight against the conservation law in courts have led to pressure on the government to amend the law to meet the demands of developers for unrestricted and unsustainable development. Panton warns that the proposed changes to the law could prove extremely damaging, and criticizes the lack of public consultation about the potential changes. He argues that this is not a legislative review led by the issues, but a move based on the needs and wants of a wealthy, powerful group who have been able to assert pressure on those they have financed to run for office. 🏦

Furthermore, Panton criticizes the personal attacks on Department of Environment Director Gina Ebanks-Petrie, who he describes as an intelligent, educated, strong Caymanian woman who cares deeply about the environment. He suggests that the funding for politicians comes from these developers and, like everywhere else, the rich and powerful try to buy influence. Panton questions how anyone believes they can continue to ignore the impact of climate change and continue with unchecked development in today's circumstances. He points to the continued destruction of pristine habitat and mangroves and the failure of the current administration to adopt the climate change policy, even as Cayman faces more than 50 areas of critical risk. 🌍
